This is a Bb major triad (Bb, D, F) with a b3 (Db), a 4th ( Eb) and a b5 (E). Wes begins his guitar solo with this lick. Lick # 2 00:56 You can play this line over a Bb7 chord. It is simply the G phrygian mode (G-Ab-Bb-C-D-Eb-F) it has the same notes as the Bb mixolydian scale. You can also think like mixolydian mode starting with the sixth (G) Lick # 3 01:43 The first nine notes are from the F mixolydian scale (F-G-A-Bb-C-D-Eb) and the lick ending with a C diminished triad (C-Eb-Gb). Lick # 4 02:31 This lick starts with a Ab major arpeggio (Ab-C -Eb). Lick # 5 02:59 This lick starts with a Bb major 6 arpeggio (Ab-D-F-G) and continues with notes from the Bb mixolydian scale. This lick starts with the Bb chord (Bb, D, & F) and goes on with a Bb arpeggio (Bb, D & F again). Here is an easy way to play using octaves using notes from Bb minor arpeggio (Bb-Db-F). The scale used is the Bb mixolydian scale (Bb-Ab-D-Eb-F-G-A).
